Charging tenants for water in Queensland: the rules
In Queensland a lessor can pass the full cost of water consumption on to a tenant, but only if the property meets three conditions. Miss one and you cannot charge for usage.
The three conditions
To charge a tenant for water usage, the rental must be individually metered (or water delivered by vehicle), it must be water efficient, and the tenancy agreement must state that the tenant pays for water.
What water efficient means
The internal cold-water taps over hand basins, kitchen sinks and laundry troughs must flow at no more than 9 litres per minute, and toilets must be dual flush (broadly, no more than 6.5 litres on a full flush and 3.5 on a half). There should be no leaks at the start of the tenancy.
What the owner still pays
Even when you can charge for usage, the owner covers the fixed water-service and access charges and sewerage. You can only pass on the actual water used. We can assess a property and upgrade tap and toilet fixtures so it qualifies.
Common questions
Can I charge my tenant for water if the taps are not compliant?
No. If the property does not meet the water-efficiency standard, you cannot pass on water-usage charges. Upgrading the fixtures is usually quick and inexpensive.
Can you make my rental water compliant?
Yes. We check the taps, showerheads and toilets, fix any leaks, and bring the fixtures up to the standard so you can charge for usage.
